EXPORT DECLARATION: WHAT IS A CCVO?

CCVO stands for Combined Certificate of Value and Origin. As the name suggests, the certificate is actually a combination of two parts; one part serves to indicate the actual value or price paid or will be paid for imported goods, while the other half authenticates the sources of goods. Hence, one is not wrong to say that the CCVO is both an invoice and export declaration by manufacturer, seller, exporter or supplier of goods. CCVO as an export declaration document authenticates both the price and origin of goods. In other-words, the CCVO is a customs document used to prove the value and origin of goods imported to Nigeria, and for clearance purposes. This is why the Federal Ministry of Finance mandates that all goods imported to Nigeria be backed by export declaration document – CCVO. The CCVO is to be signed and stamped by the seller or supplier as the case may be.

1) That this invoice is in all respects correct and contains a true and full statement of the price actually paid or to be paid for the  
said goods, and the actual quantity thereof.            
2) That no different invoice of the goods mentioned in the said invoice has been or will be furnished to anyone    
3) That no arrangement or understanding affecting the purchase price of the said goods has been or will be made or entered into  
between the said exporter and purchaser or by anyone on behalf or either of them either by way of discount, rebate,  
compensation or in any manner whatever other than as fully shown on this invoice.        
    CERTIFICATE OF ORIGIN
    1) That all goods mentioned in this invoice have been wholly produced or manufactured in the    
    2) That all the goods mentioned in this invoice have been either wholly or partially produced or manufactured in the N/A
     
    3) That as regards those goods only partially produced or manufactured,
    a) the final process or processes of manufacture have been pro-formed in N/A
    b) the expenditure in material produced and/or labour performed in _____N/A______ calculated subject to qualifications here-under,
     In the case of all such goods is not less than 25 per cent of the factory or works costs of all such goods in their finished state.
    4)  That in the calculation of such proportion of material produced and/or labour performed none of the following items has been

In Summary:

The CCVO is an export declaration document that indicates value and origin of the goods. Nigerian Custom has asked that all importation be accompanied by a CCVO under the Destination Inspection (DI) scheme. You can check that here.
